Introduction:
Prior research has linked media tobacco promotion to increased tobacco use and favorable perceptions of tobacco products. Switzerland's tobacco lobby employs advertisements to sway policy decisions in its favor, yet no recent research has assessed this in detail. Our study aims to provide detailed estimates of tobacco industry (TI) advertisement costs, focusing on Philip Morris International (PMI) in Switzerland, and examine potential chronological links between TI advertisement campaigns and parliamentary discussions on tobacco bills. By spreading knowledge on this issue, we aim to support the development of future tobacco advertisement regulations.
Methods:
We conducted an expenditure analysis of tobacco-related press advertisements in Swiss print media published between August 2020 and August 2021, accessed through the media intelligence firm Argus Data Insights. Advertisement costs were estimated using publicly available data. We plotted expenditure sums of PMI against key parliamentary session dates featuring discussions on proposed tobacco control measures, such as tighter restrictions on advertising.
Results:
Over 12 months, 501 advertisements with tobacco-specific headlines were published in Swiss press media. Of these, 437 advertisements (87.22%) were linked to PMI. PMI accounted for 88.21% (CHF 6486969) of total advertisement expenditure. Notably, PMI advertisements coincided with key political sessions discussing tobacco legislation in parliament, with a limited presence outside these periods.
Conclusions:
PMI advertisements were published parallel to key moments of parliamentary discussions, suggesting an attempt by TI to potentially influence discussions. Applying such an advertisement monitoring methodology helps understand the contextual conditions of public health in Switzerland. By analyzing TI advertisements in print media, we sought to highlight regulatory gaps and support the creation of stricter advertising regulations. We recommend continuing such research to strengthen tobacco control policymaking. Key public health efforts should include raising awareness of TI tactics, implementing a comprehensive ban on tobacco advertising, and strategically engaging with the media in tobacco control campaigns. |

The European Network for Smoking Prevention was created in 1997 with the mission of developing a co-ordinated approach among non-governmental organisations active in tobacco control in Europe. One of the objectives is to initiate and co-ordinate joint framework grant applications to the European Commission in the field of tobacco control. The aim being to promote high quality, European projects with a wide geographical coverage, and by doing do adding value to single, stand-alone projects. From past experience there was a clear need for a change in the application procedure. Overlapping between projects was frequent and projects generally showed very little European added value. In response to this ENSP proposed to the European Commission that it changed its procedure from passive project collection to pro-active, co-ordinated project building. Instead on introducing a multitude of small applications, ENSP suggested that interested parties should be invited to submit project proposals to ENSP several months before the submission deadline of the Commission. For this purpose an innovative project building procedure was developed which would become an accepted, ongoing process. Each year ENSP develops action priorities to promote a co-ordinated approach to European tobacco control policy. Based on these priorities combined with the funding conditions of the European Commission, a call for expression of interest to the tobacco control community is launched several months in advance of the official
Commission call for proposals. Those project proposals that can be developed into large scale European grant applications are grouped according to priority sectors. The project building procedure starts with a workshop in Brussels where EU funding conditions are explained and project partners have the opportunity to meet, share views and start developing the co-ordinated project grant application. Once individual project grant applications have been developed, they are regrouped into an ENSP framework grant application. Following a call for expression of interest to the tobacco control community in March 2000, a framework grant application was introduced for funding to the European Commission in September of the same year. |

Secondary schools still struggle to enforce their tobacco policy and to keep their learning environment smoke-free. Yet, enforcement is the key to improve the effectiveness of those policies. This article describes the ADHAirE study which aims to reduce smoking at school through an improved enforcement of the school’s tobacco policy. The ADHAirE study will be carried out during 2 years in 20 Belgian secondary schools. Schools will be randomized either in the experimental or the control group. Schools in the experimental group will create an advocacy coalition involving students, staff and the principal. Those schools will also be linked to the others to share best practices about their school tobacco policy. Members of the advocacy coalition will share beliefs and values about the tobacco policy and about the school’s role in tobacco prevention. This randomized controlled trial will assess the effectiveness of the advocacy coalition to enforce the school tobacco policy. The ADHAirE study is based on the latest research and recommendations on school tobacco prevention. Following the social norm theory, this study goes further than many others before which only focused on health education, targeting the individual and not the social environment in which smoking occurs. Through the advocacy coalition, ADHAirE will initiate a community-level intervention that will ensure that all stakeholders are involved in decision-sharing about the rules, ensuring their acceptability, adoption and sustainability. |

In the United States, the Food and Drug Administration (FDA) requires tobacco product manufacturers to submit Premarket Tobacco Product Applications (PMTA) for new products, granting marketing approval only if deemed appropriate for the protection of public health. Historically, the tobacco industry has exploited loopholes in the Tobacco Control Act (TCA), especially related to the definitions of nicotine, tobacco product and characterizing flavors, to circumvent the PMTA requirement. In 2023, the industry introduced several ‘PMTA-exempt’ e-cigarette and smokeless products, including products containing 6-methyl nicotine, a synthetic nicotine analog that is pharmacologically more potent than nicotine. In late 2023 and early 2024, the major US e-cigarette suppliers Nicotine River and ECBlend introduced ‘PMTA-exempt’ products with the brand names ‘Nixamide’ or ‘Nixodine’ or ‘Nixotine’, with nicotinamide as the main active ingredient. Nicotinamide is a form of vitamin B3 with no known pharmacological activity at nicotinic receptors. Here, we report that the marketing claims for these products, suggesting them and be nicotine substitute products designed to target nicotinic receptors and provide the same experience as nicotine, is deceptive and misleading to consumers. We also inform that these products have evolved further to contain a combination of nicotinamide and 6-methyl nicotine. The regulatory implications of these newly introduced products are discussed. |
